William O. Hixon

William Oliver Hixon, 68, passed away unexpectedly at his residence in Newport News, Virginia on
Friday, November 15, 2024.

Bill is preceded in death by his beloved wife of 41 years, Valerie Bachmann Hixon.

He is lovingly survived by daughters, Holly Elizabeth Hixon and Jenna Marie Hixon Schultz (Jeffrey) of
Newport News, Virginia; his brothers, Robert Hixon, Jr. (Kathy) of The Villages, Florida, Thomas Hixon
(Libby) of Great Falls, Virginia, and James Hixon of Virginia Beach, Virginia; his beloved grandchildren,
Declan, Emilyn, Evan and Adelynn Schultz; his sister-in-law Tina White (John); as well as numerous
nieces, nephews, and grand-nieces and nephews. Bill is also survived by his cherished fiancée, Connie
Allen of Moseley, Virginia, who was a great source of comfort to him in his final years.

Born on December 1, 1955, in Kingston, Ontario, Canada, Bill was the youngest of four brothers in a
military family. He was the son of the late Frances Acree Hixon and Major General Robert C. Hixon.
Growing up in an Army family, Bill lived in various locations worldwide. He attended the United States
Military Academy at West Point before earning a Master’s Degree in Civil Sanitary Engineering from Old
Dominion University. Bill’s career as an Environmental Engineer spanned several decades, beginning at
Malcolm Pirnie, Inc., and later continuing at Arcadis International, where he served as Associate Vice
President of Construction Management for the Southeastern United States. In 2022, Bill was honored to
serve as President of the Water Collaborative Delivery Association, a testament to his leadership and
expertise in his field.

Outside of his professional life, Bill was a man who deeply valued the simple pleasures. He loved
traveling, especially to places where he could relax and enjoy the beauty of nature. One of his greatest
joys was watching the sunset in Key West, a place that brought him peace and reflection. He also had a
passion for good cigars, often savoring a fine smoke while spending quality time with his family. Bill
cherished these moments of connection and relaxation, and his family will always remember him for the
love and laughter he brought into their lives.

A Funeral Mass will be held at Our Lady of Mount Carmel Church in Newport News, Virginia, on Monday,
November 25, 2024. Visitation will begin at 10:30 AM, followed by the Mass at 11:30 AM. Interment will
take place at Peninsula Memorial Park, with a reception to follow at the church.

In lieu of flowers, the family kindly requests donations in Bill’s honor to Best Friends Animal Society or
Child Development Resources (Williamsburg, VA).

    My condolences to the family of Mr.Hixon. I last saw him in a water aerobics class at the “Y” in Yorktown.
    He was always very pleasure. Blessings also to Tina White and her husband, John. Praying 🙏🏿

    This news made me so sad. Bill and Valerie were staples at 5:00 Saturday Mass at OLMC, where I never saw Bill without a smile. Such a good man. My thoughts are especially with the girls, but his other family at this time.

    Bill was one of my roommates at West Point. We had many adventures with our company classmates. One of the nicest guys I’ve ever known. An amazing friend. Bill and I reconnected when I moved to Williamsburg and for the past 2 years we’ve had lunch every month along with one of his work colleagues Paul Puglia. I’m deeply saddened by his passing.
