Nancy Jean Kitchen Shields

Nancy Jean Kitchen Shields, 97, passed away on Monday, February 2, 2026. She was a native of Newport News and a resident of York County. Nancy was employed as a PSO with the Hampton Police Department and served for 43 years. She was a member of First Presbyterian Church, Hampton.

Nancy was preceded in death by her husband, Norwood S. Shields; parents, Jesse Ernest Kitchen and Mary Daisy Pressley Kitchen; six sisters; and three brothers. She is survived by her daughter, Sylvia Jean (Jeannie) Hill; granddaughter, Heather Roxanne; grandson, Graham; five bonus grandchildren, Samuel, Nicholas, Ashleigh, Ben, and Caroline; and numerous nieces and nephews.

Nancy had an outgoing personality, loved telling stories about her time at the Hampton Police Department, and enjoyed cooking, shopping, and watching birds at home. She was a loving and generous mother and grandmother. Her legacy was in the relationships she made with everyone she encountered. From the stories she told to the advice she gave, everyone who met her was left with her wisdom.

A memorial service will be held on Wednesday, February 11, at 1:00 p.m. at First Presbyterian Church, 514 S. Armstead Avenue, Hampton, Virginia. A reception will follow at the church. Burial will be private.

    I met Nancy at the Hampton Police Division when she served there. I was always impressed and inspired by her positive disposition, drive and character. Always prepared with a hug and a smile; one of the most genuine people I have ever met. Her reward is now realized and paid in full. Blessings to the family in this time of change.

    What a wonderful Lady. She was always eager to work, happy to be there, and a joy to those around her. She so enjoyed working the Hampton Cup Regatta entrance. She knew hundreds of the annual visitors many of which didn’t start the weekend events without getting a hug from Mrs. Shields. If Heaven needs traffic control they have a special angel that will get things moving with a smile. Rest in Peace Mrs. Shields.
