Bill passed away at home on March 22, 2024, with his loving wife of 55 years, Catherine Parker, by his side. 

Bill was preceded in rest by his sister, Iris Neal, his father, David Parker, III, his mother, Eva Fox, his Aunt Sally, and his stepson, Richard E. Carr, Jr. 

Bill is survived by four daughters: Louise Hayes (husband Bill), Allison Tandy Gaffney (husband Cecil “Chick”), Ellen Parker, Jennifer Darnell (husband Richard Darnell) sons, Keith Carr (wife Faye), and Jeff Carr. He had seven grandchildren and four great-grandchildren. 

Bill served in the Army before going to work at the Newport News Shipyard, where he retired after 42 years. 

Bill was a Mason at the Warwick Royal Arch, Chapter 80, for 62 years. 

Bill loved life and lived it to the fullest. He never missed an opportunity to tell someone how much he loved them, and he lived by “say what you mean and mean what you say.” 

Bill was an avid NASCAR fan, loved to watch a good western, and enjoyed football. 

A celebration of life will be held with family and close friends on Memorial Weekend.
