Sandra Weaver Marshall

Sandra Weaver Marshall passed away peacefully on October 28, 2025, in Arlington, Virginia. She was born May 3, 1938, to Wilbur and Margaret Weaver in Newport News, VA. Sandra graduated from Newport News High School in 1956 and attended Dekalb College in Georgia and Durham Technical Community College in North Carolina.

Sandra retired from Federal service in 1995, after more than 23 years of service. Although she worked for the U.S. Air Force, U.S. Army and U.S. Navy, most of her career was spent with the Centers for Disease Control (CDC) in Atlanta, GA where she was recognized as Secretary of the Year in 1993. In 1994, she was awarded the Assistant Secretary for Health’s Special Citation for dedication and outstanding contributions in support of epidemiology training activities at CDC. Following her retirement from Federal service, she was employed by Family Health International in Research Triangle Park, North Carolina.

Some of her fondest memories were family beach trips to Emerald Isle and Duck, NC, playing cards with her friends in the Windward Towers, and spending time with her childhood friends. She enjoyed needlework and was known for her North Carolina BBQ, baked beans, and southern biscuits.

She was preceded in death by her husband John (Buck) Marshall, Jr., son Curtis L. Bowden and granddaughter Danielle R. DiCiro. and is survived by her son, Commander Brian E. Bowden (ret.) and his wife Jennifer; her daughter, Michele (Missy) L. DiCiro and her husband Colonel Torrey A. DiCiro (ret.); three stepchildren, Cynthia M. McLean, Allison A. Marshall, and John Marshall III. She also is survived by her two sisters, Sharon W. Knowles and Pamela (Pam) B. Haskins and her husband Commander Michael Haskins (ret); a sister-in-law, Keturah (Kay) M. Johnson; and four grandchildren Emily Bowden, Peter Bowden, Alexandra DiCiro, and Roderick DiCiro and many nieces and nephews that she loved dearly.

A graveside service open to family and friends will be held 11:00AM Monday, November 3rd, 2025 at Peninsula Memorial Cemetery in Newport News, VA.
