Joseph Ross Phillips

Joseph Ross Phillips, 79, passed away on Wednesday, December 15, 2021. He was a native of Canada and a resident of Hampton. He moved to the United States to join the military. Ross was a veteran of the Air Force and retired from NASA as a mechanical engineer with over 36 years. He was a member of Chestnut Memorial United Methodist Church.

Ross was the Administrator of District 7 Little League Baseball where he helped organize the Challenger League Division. He was also the Commissioner of the P.S.U.A.

He was preceded in death by his parents, Dorothy Young Phillips and Joe Phillips, sisters Beverly Bates and Diane Phillips and his four-legged child, Toby. Ross is survived by his wife of 57 years, Kay; daughter, Mischelle Proctor (Terry); son, Joe Phillips (Jennifer Gordon); three grandchildren, James Proctor (Jennifer), Kristy Barnhill (Ronnie), and Heather Emond (Mike); ten great-grandchildren; brother, Keith Phillips; and his fur children, Ellie and Katie.

The family will receive friends on Sunday, December 19, 2021, from 2:30 to 4:30 p.m. at Peninsula Funeral Home. The CDC highly recommends masks for inside gatherings. A private funeral service will be held.

Arrangements are under the care of Peninsula Funeral Home, 11144 Warwick Blvd., Newport News, VA 23601.

    I knew and worked with Ross and Challenger Baseball Team when I worked with Newport News Parks and Recreation. Ross was so kind and encouraging and really loved working with these very special children. From the very first game I was amazed and captivated, I am thankful for this experience and his involvement. He truly worked for the Lord by enriching the lives of others.

    Ross was such a kind Christian man. He was so very good to my children and grandchildren. I have missed seeing him during the pandemic. I pray God’s blessings on you, Kay, and your family.
